LOMBARD – State Rep. Terra Costa Howard was presented with the Legislator of the Year Award by the Illinois Council for Exceptional Children (ICEC) at the organization’s Annual Fall Convention on Saturday, Nov. 5, in Naperville. 

Rep. Costa Howard was recognized for her advocacy and legislative work with children and adults with special needs. She served as chief co-sponsor of HB3807, which amended the Illinois School Code to allow students with disabilities to remain eligible for special education services through the end of the school year in which they turn 22. 

Most recently, Rep. Costa Howard sponsored HB4825, which allows police notification of neurodivergent drivers, which was passed as Public Act 102-1069.

ICEC thanked Representative Costa Howard for her continuing work on behalf of children and adults with special needs.
